verschiedenste ki's kommen zu dem schluss, dass der explorer zu der zeit den support für das new executable EXE format der 16bit anwendungen gedroppt hat, und nur mehr aus dem portable executable (32/64bit) EXE format icons holt. irgendwas mit phase-out, security, bla. der code dafür flog einfach raus.
